The plan will outline the first phase of the long term redevelopment of the town centre for civic, cultural, commercial and residential uses on the land bounded by Albany Highway, Kent, Gloucester, Mooregate and Basinghall streets.
Hawaiian chief executive Russell Gibbs said through its strategic involvement in the structure plan, the group would be able to use its expertise to guide the future of its land holding- The Park Centre shopping centre- in consultation with adjoining landowners.
Mayor Mick Lee said the first step would be to engage planning consultants on the structure plan who will consider key sites such as The Park Centre, John MacMillan Park, The Town Library and the Community Recreation Centre.
The plan will provide opportunity for all stakeholders and members of the community to have their say in the redevelopment of the town centre.

Hawaiian and the Town of Victoria Park have signed a Memorandum of Understanding which will see a Structure Plan prepared for the redevelopment of Victoria Park's Town Centre. The Town Centre area is bounded by Albany Highway, Kent Street, Gloucester Street, Mooregate Street and Basinghall Street.
The Memorandum of Understanding was signed this morning in front of The Park Centre Shopping Centre by Hawaiian Chief Executive Officer Russell Gibbs and the Mayor of Town of Victoria Park, His Worship, Mick Lee.
The signed document will act as an agreement for putting together a Structure Plan which will consider redevelopment initiatives within the Town Centre including civic, cultural, commercial and residential. The Structure Plan will be the first phase for the long term redevelopment of the Town Centre.
The land within the Town Centre area has multiple owners ranging from lessees through to private owners and is used for commercial, office, sporting, recreational and community purposes. Hawaiian owns The Park Centre Shopping Centre, which has a gross lettable area of approximately 14,200 m2 and includes major retailers Coles and Target and 50 specialty stores.
All of these stakeholders, as well as the rest of the Town's community will be involved in the development of this critically important study.
Hawaiian's Chief Executive Officer, Russell Gibbs said the Structure Plan was an important initiative in looking at ways to revitalise the Town Centre area.
"With our strategic involvement in the Structure Plan, Hawaiian will be able to use its expertise in guiding the future development of our land holding in consultation with adjoining land owners which include the Town of Victoria Park," said Mr. Gibbs.
The Town of Victoria Park owns a number of assets within the area including the Bowling Club, Victoria Park Library and the Leisurelife Centre. The Town's Mayor Mick Lee agreed that the proposed Structure Plan will play an important role in creating an energised town centre for residents and ratepayers, as well as visitors to the area.
"I have been quoted on many occasions as describing the Town as the place that has everything. However, in making this point I realised that it did not have a vibrant, central place for the community to congregate and socialise. This study is the first step toward completing my belief that this Town has developed a culture and identity of its own and the new Town Centre will be a magnificent place to show this off to the rest of Western Australia" said Mayor Mick Lee.
The first step of the Structure Plan will be to engage the services of a Planning Consultant. A quotation of services will be requested from a range of consultants jointly by Hawaiian and the Town of Victoria Park.
A key component of the Structure Plan will include a review of the Final Draft Masterplan document which was developed in consultation with stakeholders and endorsed by the Town of Victoria Park community in September 2000.
Consideration will also be given to encouraging mixed use retail and residential developments within the area.
The Structure Plan will consider key sites such as The Park Centre Shopping Centre, John MacMillan Park, the Town Library and Community Recreation Centre, the Bowling Club, and the Sussex Street Law Centre.
Once the planning consultancy is awarded, the successful consultant will be required to provide a stakeholder consultation plan to both Hawaiian and the Town of Victoria Park.
